School Community Council

The School Community Council is a committee formed to help build consistent and effective communication among parents, employees and administrators. The Council allows parents an opportunity to be activly involved in their child's education through helping to establish and emplement educational goals. In this regard, the responsibilities of the School Community Council are advisory in nature. The authority of the Council does not supersede the authority of the principal, the superintendant or the Board of Education.

There will be no School Community Council for the month of May.  Our regularly scheduled meeting (second Tuesday of the month) lands on the District Free Fishing Day which our students will be participating in.  We had no one write in with wanting to be on the agenda and nothing from the council that needed to be put on the agenda either.  Enjoy your summer and we will meet again in September! :-)

                                         January 24, 2014

In attendance: Heather Ash, Lynn Mecham, Liz Reynolds, Alice Spencer

Budget: Lynn found out that regular cooperate donations are exactly the same as they have been since 2009. We have however received more donations through fundraisers from corporations. These have been 1 time donations.

Council participation: Paula Plant informed us that we can meet as frequently or infrequently as we choose. We do not have to kick people off for missing meetings.

Mission statement: Heather printed off lots of mission statements for us to review and get ideas. We like short ones that we can remember and post. We like the ideas of fulfilling potential.

Fundraiser: we raised about $1,200. Thanks parents! We have had the cupboards installed in our rooms! They are wonderful. Heather will contact people from last year. We will do the google doc to track who we have already contacted.

Oakridge School Community Council

 

To promote ethical behavior and civil discourse each council member shall:

• Attend council meetings on time and prepared
• Make decisions with the needs of students as the main objective
• Listen to and value diverse opinions
• Be sure the opinions of those you represent are included in the discussion
• Expect accountability and be prepared to be accountable
• Act with integrity

Rules of Procedure:

 All meetings are open to the public and the public is welcome to attend.

The agenda of each upcoming meeting with draft minutes of the prior meeting will be made available to all council members at least one week in advance.  If anyone wishes to be added to the agenda, they must contact the chair person at least 8 days (prefer two weeks) prior to the meeting in order to be included on the agenda.  In order for the meetings to end on time, each person on the agenda will be allotted a specific amount of time for their presentation.  When asking to be put on the agenda, that person should specify how much time they will need for their presentation, and they will be asked to not go over that allotted time.  If time allows, there will be open discussion at the end of the meeting for public input.

Minutes will be kept of all meetings, prepared in draft format for approval at the next scheduled meeting.  A draft of minutes from the prior meeting will be sent with the agenda for the current meeting to all parents. 

The chair conducts the meetings, makes assignments and requests reports on assignments.

Meetings shall be conducted and action taken according to very simplified rules of parliamentary procedure as required in 53A-1a-108.1(9)(i).  Items on the agenda take priority over other discussions coming before the council.  Action of the council will be taken by motions and voting.  The motions and voting are recorded in the minutes.

A motion (or an action to be taken by the council) is stated as a motion.  Someone else on the council “seconds” the motion indicating that at least one other person on the council feels the motion is worthy of discussion.  Then the council members may provide input and discussion as called upon by the chair.  When discussion seems complete the chair may call for a vote on the motion.  Or when a member of the council “calls the previous question” (a motion to end discussion of the first motion), a second is required and then, without discussion the chair calls for a vote that must pass by majority.  If the vote on the previous question passes, the chair directly goes back to discussing the first motion.  If the motion to call the previous question passes, the chair directly calls for a vote on the first motion.  A vote to call the previous question is usually used to move business along.

2014 Legislative Session with Aaron Garrett, School Children’s Trust, Utah State Office of Education

• Management of $ from school land trust funds (Creating an independent board over an independent office as the governance structure for the permanent State School Fund.  Currently, there is an advisory committee, they would like to implement a governing board.
• Study of the distribution policy.  Study changing the DP from an “interest and dividends” to a rolling average of market value.
• Require enhanced reporting- as an oversight and performance evaluation
• Preserve prudent investor rules- modern portfolio theory, diversification, delegation, no category of assets is prohibited.
• Remove any asset class restrictions
• Require an annual fund audit
• Require independent custody- take steps to require that assets be held by an independent third party custodian

9/19/2013

Present: Noel Carlson, Alice Spencer, Kirt, Noe Estrella, Lynn Mecham, Heather Ash, Marcie and Sean Cox, Liz Reynolds

Election of new chairperson: Noe nominated Heather Ash. Noel talked to Marta and Kent Beaudry and he thinks that they will not be on the council anymore. He proposed that we wait until the new members are present.  It was decided that we would wait to see what the other members are going to do.

Fundraiser: Goodsearch is an option to be constantly raising some funds.
March 17th for the auction!
We spent some fundraising money on Jam Boxes and buttons. We purchased laptops with Trustlands money. We would love to get voice enhancement for the gym and the classrooms. We also still need storage.
Noe will do a presentation to present with Sean and Kirt to try and get matching funds for our fundraising.

Mascot - some ideas, little devils? Something else?

Possibly meet in the evening so that other people can be there.

It was suggested to have better wording on the agendas - be more specific about what we are talking about in the meeting.

Collaboration - some parents are concerned about changing the schedule because their students don't do well with changes. Others are interested in giving the teachers the opportunity. We are looking to find a happy medium. It has been tricky to figure that out.

Alice suggested that we survey all the parents.

We could hire teachers to cover the collaboration time for teachers.

Send home a note that explains the pros and cons to all parents.

Alice brought up the IPads for Angels and suggested that we get involved.

Oakridge School Community Council Elections

 

Be involved and have a positive influence at Oakridge by serving on the School Community Council.  Parent candidates cannot be Oakridge employees and must have a student attending Oakridge during the term for which they are elected. If you are interested in serving on the council, you may self nominate by completing the nomination form below and returning it to the school by May 10, 2013.  Nominations received after that date will not be considered.  If you are nominating another individual, please contact them to ensure their interest and willingness to be involved.

 

We will hold elections for three parent representatives to the council May 13-15.  Any parent of an Oakridge student may vote by coming to the school’s main office during school hours that week or by sending in a signed ballot in a sealed envelope. The ballot may be sent in a student’s backpack.

 

The School Community Council will provide input in the following areas:

1      Develop the school’s improvement plan:

a      Identify the school’s most critical needs.

b      Compile a list of programs, practices, materials, and equipment that the school will need to implement its improvement plan.

c      Submit the school improvement plan (including the Trust Lands Proposal) to the school board for approval.

d      Provide an annual performance report at the end of the year to the school Board about it improvement plan and performance.

2      Serve as the school’s curriculum review committee.

3      Serve as the school building needs committee.

4      Review and give approval for character education proposals.

5      Give input to the administration with regard to the school-level policies and procedures.

6      Become knowledgeable about school issues in order to build a bridge to the community.

7      Review and approve school attendance policy rewards, consequences and eligibility requirements.

8      Review school improvement plans for accreditation.

9      Serve as the Comprehensive Guidance Advisory Council.

 

This list of responsibilities is not intended to be all inclusive.  This council may assist the principal in other areas at his discretion.  The council typically meets at noon on the second Tuesday of each month.  If you have questions please contact either Principal Lynn Mecham, Liz Reynolds or Noe Estrella.

SCC Minutes
December 4, 2012

Noel: talked about the new legislation and advocated for meaningful participation of parents at the school. Reviewed legislation that may be coming through next year.

Lynn: decisions about chair and and how to handle the chair and cochair.

Heather motion for Noe and Liz. Both agreed.

Noel nominated Marta.

After discussion a vote was taken and Noe and Liz were voted in. Noel was against.

Fundraiser: Heather raised concerns that the fundraiser is a little behind and that we might lose money. Break even by 12th. Talked about what would be required to make things move forward.

Council decided to push forward until 3 days before and then if we don't break even then we will cancel. We will push advertising.

Stephanie suggested we sell the trees as a silent auction after the performance.

School Community Council Minutes - October 3, 2012

Introductions

Noel Carlson - laws for council. Chairman is assigned with task of making the laws known to council. Character - defined. Parents share obligation to be involved at the school. School is a monopoly and run how the monopoly wants it run. Parents are required to know the code. Proposed that we spend the first 5 - 10 minutes talking about the code as it applies to the agenda items from the previous week.
Noe Estrella - feels that the school is doing well. Wants to understand what Noel's  motivation is. Noel stated that he wants to make sure that it will improve things.

Lynn Mecham - How many spots open on the council? Lynn explained what has happened with the voting and that after consulting with Reed Park, the NSD attorney, the voting process was done correctly and should stand. The council raised concerns about not being able to vote from home. It was decided to table the issue until the council can decide how to proceed with future voting for the next year.

Discussion - How will we have an even number of people on the council rotate out? How does a parent have a voice if they are not on the council?
Heather moved that we have Alice Spencer take Bonnie Foy's spot until the end of the year and that Noel Carlson and Heather Ash continue on the council for the remainder of their term. Noe Estrella, Maria Quintana and Marta Beaudry will be serve this year and fill their 2 year term. A motion was made and seconded and a vote taken. Everyone agreed. There was no dissenting vote.

A fundraising committee was formed and will begin meeting separately from this group.

Proposed that next meeting is on October 30th.

Dear Parents,

This is a reminder that voting for the School Community Council starts tomorrow. Voting will run from the 18^th to the 20^th of September and will be held in the front office during school hours. You can pick up a ballot at Teresa's work station. There is a secure ballot box located there where all ballots may be placed. If you would like to vote and are unable to make it before the deadline on the 20^th please let us know and we will extend the voting a day or two to try and accommodate your schedules. We appreciate all the wonderful parent involvement!

Oakridge Community Council Elections

Be involved and have a positive influence at Oakridge by serving on the School Community Council.  Parent candidates cannot be Oakridge employees and must have a student attending Oakridge during the term for which they are elected. If you are interested in serving on the council, you may self nominate by completing the nomination form below and returning it to the school by September 17, 2012.  Nominations received after that date will not be considered.  If you are nominating another individual, please contact them to ensure their interest and willingness to be involved.

We will hold elections for two parent representatives to the council September 18-20.  Any parent of an Oakridge student may vote by coming to the school during school hours that week.

The School Community Council will provide input in the following areas:

1)      Develop the school’s improvement plan:

a)      Identify the school’s most critical needs.

b)      Compile a list of programs, practices, materials, and equipment that the school will need to implement its improvement plan.

c)      Submit the school improvement plan (including the Trust Lands Proposal) to the school board for approval.

d)     Provide an annual performance report at the end of the year to the school Board about it improvement plan and performance.

2)      Serve as the school’s curriculum review committee.

3)      Serve as the school building needs committee.

4)      Review and give approval for character education proposals.

5)      Give input to the administration with regard to the school-level policies and procedures.

6)      Become knowledgeable about school issues in order to build a bridge to the community.

7)      Review and approve school attendance policy rewards, consequences and eligibility requirements.

8)      Review school improvement plans for accreditation.

9)      Serve as the Comprehensive Guidance Advisory Council.

This list of responsibilities is not intended to be all inclusive.  This council may assist the principal in other areas at his discretion.  The council typically meets at 12:00 on the first Monday of each month.  If you have questions please contact either Principal Lynn Mecham or Liz Reynolds.

Parents donating their personal equipment from home to meet our students needs. Equipment their children have grown out of.
Discussing wish list equipment most beneficial to our students.

Will keep the printer at Oakridge . Will put a tracker on number of paper used for other schools . Unanimous vote to purchase "pictures in a flash" and paper with fundraiser monies. Check with Jeanie on a price cut for printer. Discussed check out for iPads through Oakridge
Can buy 3 more iPads and covers for check out purposes.
2200.00 left after pictures in a flash, paper, iPads, and covers are purchased. Bonnie will investigate push chair purchase through KSL. Vote on iPads purchase. How long to loan out. Having all iPads on a cloud so parents can download apps all connected to Oakridge pads.
Check on insurance for iPads. Who will pay for insurance for pads.
Unanimous vote to buy 3 iPads, covers. If anyone finds a push chair on line, contact Courtney Morton. Start a Facebook page for fundraising committee. Marta and Heather will be in charge of the fundraising committee. No information on home depot donations.
Total amount of money in budget. Discussed elections for next year.
Lynn discussed the budget. Money that is left over year to date. Some money is carried over to next year, some is not. The money that will not carry over will be spent before the end of the school year. Send note home to parents of Facebook page called " family and friends of Oakridge school".
